Clifford C. Scharke, D.M.D., M.P.H., received a Bachelor of Arts from New York University and Doctor of Dental Medicine from the Harvard School of Dental Medicine. He performed three years of overseas duty in the U.S. Army Dental Corps, followed by receipt of a Master of Public Health Degree from University of Michigan School of Public Health, completion of a Public Health Residency sponsored by the University of Florida and performed at the Palm Beach County Health Department of Florida. He then commenced a twenty seven year career in the Commissioned Corps of the U.S. Public Health Service which included service in the Health Resources Administration of the Department of Health, Education and Welfare, the Office for Protection from Research Risks (OPRR) of the National Institutes of Health (NIH), and the Office for Human Research Protections (OHRP) which is currently located in the overall Office of the Secretary, Department of Health and Human Services. His combined experience at OPRR and OHRP spanned twenty years and included, amongst other things, the review of over ten thousand research protocols.

Dr. Scharke currently serves as a member of the Editorial Advisory Board to The Monitor and is a member of its parent organization, the Association of Clinical Research Professionals (ACRP). The stated purpose of ACRP is to "...provide global leadership to promote integrity and excellence for the clinical research profession."
